The Minister of Environment and Forestry issued regulation No. P.60/MENLHK/SETJEN/KUM.1/10/2019 concerning Procedures for Drafting, Stipulating, and Amending the Peat Ecosystem Protection and Management Plan (RPPEG) Document. The RPPEG document acts as a systematic and integrated reference to preserve the Peat Ecosystem Function (FEG) and prevent damage. The drafting of this document is carried out from the national to district level:

  • The National RPPEG is prepared based on information on the condition, potential, problems, and/or strategic issues of the peat ecosystem at the national level. The National RPPEG is stipulated by the Minister. 
  • The Provincial RPPEG is prepared to refer to the National RPPEG document and stipulated by the Governor no later than 2 (two) years after the National RPPEG is stipulated and after receiving a technical recommendation from the Minister. 
  • The District/City RPPEG is prepared to refer to the National and Provincial RPPEG documents, and stipulated by the District Head/Mayor no later than 2 (two) years after the Provincial RPPEG is stipulated and after receiving a technical recommendation from the Minister. 

The RPPEG document contains a reference to activities in peat conservation and cultivation areas, including area utilization, control, and maintenance of peat ecosystems. In detail, this document contains: 

  1. The Role of Peat Ecosystem Protection and Management Plan (RPPEG) on related Policies:

    • RPPEG is a planning document that supports the Environmental Protection and Management Plan (RPPLH) related to the Peat Ecosystem. 

    • The RPPEG becomes a reference in preparing the National Medium-Term Development Plan (RPJMN) and the Regional Medium-Term Development Plan (RPJMD) related to the peat ecosystem. 

    • RPPEG as a supporting document for the Regional Spatial Plan (RTRW) to create balance with the natural environment, and the supporting documentation for the macro direction of the National Forestry Plan (RKTN). 

    • RPPEG as a supporting document for other strategic planning documents related to global and local issues, such as sustainable development, climate change (Paris Agreement), and biodiversity.

  2. Identification of Conditions, Potentials, and Strategic Issues for the Protection and Management of Peat Ecosystems:

    • Peat ecosystem condition: characteristics, Peat Hydrological Unit (KHG), area function, area status, level of damage, community activities. 

    • Peat ecosystem potential: natural resources and environmental services. 

    • Efforts to protect and manage peat ecosystems: planning, utilization, control, maintenance, supervision, and law enforcement.  

    • Strategic issues of peat ecosystem protection and management: economic, social, and environmental. 

  3. Objectives and Goals of the Protection and Management of Peat Ecosystems: 

    • Utilization of peat ecosystems for cultivation and conservation within the planned period (30 years) 

    • Controlling peat ecosystem by conducting activities to prevent, deal with, and restore the damage to peat ecosystem within the planned period (30 years)

    • Maintaining peat ecosystem by reserving and preserving the Peat Ecosystem Function within the planned period (30 years) 

    • Mitigation and adaptation to climate change by mitigating greenhouse gas emissions from peat ecosystems, adapting the peat ecosystems to climate change, and adapting the development of areas around peat ecosystems to climate change within the planned period (30 years)

  4. Strategies and Policy Directions of peat ecosystem protection and management: 

    • Utilization of peat ecosystems for cultivation and conservation 

    • Control of peat ecosystems, including prevention, mitigation, and restoration of damage to peat ecosystems 

    • Maintenance of peat ecosystem, including reservation and preservation of Peat Ecosystem Function 

    • Mitigation and adaptation to climate change, including by mitigating greenhouse gas emissions from peat ecosystems, adapting the peat ecosystems to climate change, and adapting the development of areas around peat ecosystems to climate change

  5. Programs, Activities, and Targets for the protection and management of peat ecosystems relating to: 

    • Utilization of peat ecosystems for cultivation and conservation 

    • Control of peat ecosystems, including prevention, mitigation, and restoration of damage to peat ecosystems 

    • Maintenance of peat ecosystems, including reservation and preservation of its functions 

    • Mitigation and adaptation to climate change in peat ecosystems
