Presidential Instruction No.8/2015 on New Permit Suspension and Improvement of the Governance of Natural Primary Forest and Peatland
This instruction is a follow-up to the forest moratorium (Presidential Instruction No. 6/2013) implemented since 2011, under the leadership of former president Susilo Bambang Yudhoyono. Although both regulate improvement of peatland governance, Presidential Instruction No. 8/2015 does not indicate direct correlation with the earlier presidential instruction. Presidential Instruction No. 8/2015 is addressed to:
- The Minister of the Environment and Forestry,
- The Minister of Home Affairs,
- The Minister of Agrarian Affairs and Spatial Planning,
- The Cabinet Secretariat,
- The Head of the Geospatial Information Agency,
- Governors, and
- Regents and mayors.
President Joko Widodo instructed these officials to suspend granting new permits in Primary Natural Forests and peatlands within conservation forests, protected forests, production forests, and non-forest estates.
Further, President Joko Widodo instructed the Ministry of the Environment and Forestry to reduce forest and peatland emissions by improving the governance of business activity proposals in forest and peatland areas that are defined in the Peat Moratorium Indicative Map (PIPPIB).
The president instructed governors, regents and mayors to suspend the issuance of recommendations and permits in new locations within forest and peatland areas, as well as non-forest estates based on the PIPPIB.
As of November 2016, the Ministry of the Environment and Forestry has updated the PIPPIB three times (i.e. PIPPIB Version IX, PIPPIB Version X and PIPPIB Version XI).
