To prevent and control forest and land fires, the Ministry of Environment and Forestry together with the National Police of the Republic of Indonesia has issued a notice to enforce the law on forest and land fires. This notice contains an appeal to urge all persons in charge of businesses and/or activities in forestry, agriculture, and plantation sectors to increase awareness and be responsible for forest and land fire prevention and control activities. Moreover, those in charge of businesses and/or activities are required to comply with and observe the consequences listed in the applicable laws and regulations, i.e.:

  1. the Criminal Code, with a maximum penalty of life imprisonment or a maximum period of twenty years.
  2. Law Number 41 of 1999 concerning Forestry, with a maximum penalty of fifteen years imprisonment and a maximum fine of fifteen billion rupiah.
  3. Law Number 32 of 2009 concerning Environmental Protection and Management, with a maximum penalty of ten years imprisonment and a maximum fine of ten billion rupiah.
  4. Law Number 39 of 2014 concerning Plantations, with a maximum penalty of ten years imprisonment and a maximum fine of ten billion rupiah.

Currently, the Ministry of Environment and Forestry together with the Indonesian Police and the Attorney General's Office has carried out law enforcement against forest arsonists, both individuals, and corporations. 198 administrative sanctions and 17 civil lawsuits have been imposed on companies that caused forest and land fires. Legal action has also been taken by the National Police by naming 369 suspects, consisting of 342 individuals and 27 corporations throughout 2019.
