Restoration of 2 Million Hectares of Peatland in 5 Years

President Jokowi emphasized that the Peatland Restoration Agency (BRG) is responsible for organizing and facilitating the restoration of 2 million hectares of peatlands in Riau, Jambi, South Sumatra, West Kalimantan, Central Kalimantan, South Kalimantan, and Papua within five years.

The targets for peatland restoration per year are as follows:

  • 30% in 2016
  • 20% in 2017
  • 20% in 2018
  • 20% in 2019
  • 10% in 2020

Peatland restoration planning and implementation started in the Pulang Pisau regency in Central Kalimantan, the Musi Banyuasin and Ogan Komering Ilir regencies in South Sumatra, and the Meranti Islands in Riau.

Challenge

A number of challenges undermine BRG’s potential and inhibit the fulfillment of BRG peatland restoration pledges. These include the lack of regulation regarding BRG authority, underdevelopment of fund allocation mechanisms, and insufficient coordination, data, information, and performance indicators.

  1. No regulation stating BRG’s authority to follow up or impose sanctions due to reported breaches in peatland restoration requirements. This may inhibit proper law enforcement and sustainable peatland management.
  2. Insufficient clarity on how funding for peatland restoration is transferred from the central to local governments.
  3. Insufficient coordination between BRG, TRGs, and provincial governments. This is due to the absence of regulation regarding direct coordination between the three institutions. As a result, peatland restoration at the provincial, regency, and village levels is often inhibited.
  4. No detailed geospatial data or information available for on-the-ground planning, and insufficient information regarding pledges and peatland restoration progress. Therefore, public monitoring of peatland restoration is limited.
  5. No performance indicators or criteria for successful peatland restoration to indicate whether restoration activities have been successful in improving the condition of peatland.
  6. No common vision amongst public officials. Because officials lack a common vision, coordination among related ministries and institutions to fulfill the pledges made in PP No. 57/2016 is limited.
  7. No integrated programs among BRG deputies, which frequently causes confusion for the public.
