Suspension of New Permits & Improvement of Primary Natural Forest and Peatland Governance

President Joko Widodo issued this instruction to complete various attempts to improve governance in primary natural  forests and peatlands. This is crucial to reducing emissions caused by logging and deforestation.

The president instructed related officials to suspend granting new permits in conservation forests, protected forests, production forests, and non-forest estates.

The detailed instruction:

  • The Ministry of the Environment and Forestry should attempt to reduce emissions from forests and peatlands by improving the governance of activities stipulated in the Peat Moratorium Indicative Map (PIPPIB).
  • Governors, regents and mayors should suspend the issuance of new recommendations and permits in forest and peatland areas as well as non-forest estates, according to the PIPPIB.
  • The PIPPIB should be updated every six months by the Head of the Geospatial Information Agency in collaboration with the Minister of the Environment and Forestry and the Minister of Agrarian Affairs and Spatial Planning.

Key ministries are not involved in forest land use change permits, which are continuously issued. This enables continued deforestation and caused the decrease in coverage area of the moratorium on new permits.

  • Key ministries are not involved. For example, the Ministry of Energy and Mineral Resources is responsible for mining permits in forest areas, including primary forest, but they are not integrated in PIPPIB instructions. Protected and conservation forest areas are protected by law, and secondary forestry and PIPPIB areas should also be put aside. Various exceptions weaken the objectives of the suspension on issuance of new permits. For instance, the latest instruction provides an additional exception for corn, sago, and soybean cultivation, since they are included in the national food sovereignty program.
  • Forest function conversion permits for oil palm plantations, industrial plantation forests, mining, and other national projects are still constantly issued, causing continued deforestation.
  • The coverage area of the suspension on issuing new permits has decreased since the policy was issued. Over the course of PIPPIB Versions I–XI the coverage area decreased by more than 2,701,938 hectares.
  • The instruction granting an extension on the moratorium applies only to issued permits. Forest and land area usage permits can still be extended without further review, provided the permits have already been issued or remain valid.
